公立医院是我国医疗服务体系的主体,是人民群众看病就医的主要场所,也是实现医疗服务高质量发展的主力军。医院绩效考核是对公立医院改革发展成效的检验,是公立医院改革发展的指挥棒,也为推动公立医院管理能力提升提供了有力的管理抓手。本报告围绕公立医院绩效考核的设计思路、指标体系、政策效应三个维度阐述绩效考核推动高质量发展的基本路径。考核工作从专业引导、精准引导、正向激励三个方面发挥了高质量发展引导作用,考核指标在规范、提高、整合三个方面提供了高质量发展的管理路径,考核政策的“标尺”作用、“指挥棒”作用已初步显现。通过分析阐述公立医院绩效考核及其与高质量发展的关系,为进一步发挥绩效考核的政策效应以及提升公立医院治理能力提供参考。公立医院绩效考核通过具体的指标,将人民群众的需要和改革发展政策要求予以体现,对公立医院起到积极引导作用,并为公立医院高质量发展提供管理路径。
<<Public hospital is the main body of Chinese healthcare system. It is the principal site for people to seek medical services,and the key force to achieve healthcare high-quality development as well. The role of performance appraisal system in public medical care is not only a test and a baton to governmental healthcare reform and development,but also a strong grip to improve the management of public health facilities. By focusing on its designing thoughts,performance indicators system itself and its matching policies,this article described a normal path of promoting high quality management of public hospitals by implementing Key Performance Indicators(KPIs). The performance management,including professional guidance,accurate guidance,and performance appraisal,contributes to the high quality development of public hospitals. The performance indicators system,based on its functions of standardization,improvement and integration,provides a management path of high quality development of public hospitals. Policies that regarding the performance appraisal system have initially played their roles as “rulers” and “batons”. To describe and analyze the relation between KPIs and high quality development of public hospitals,which is a guidance for more output from matching policies and further improvements on management. In this way,could it provide references to reinforce?benefits?of?the?matching policies and improve governance capacity of public hospitals. The specific KPIs of the performance appraisal system meet people’s needs and policy requirements to public medical reform and development,and provide positive guidance as well as a management approach to high quality development of public hospitals.
