    2021年新时代健康北京建设实施对策研究报告

    摘要

    首都北京在健康中国建设中占据重要位置又承担重要责任,建设健康北京是新时代赋予北京的新使命。北京市始终坚持以人为本,经过十余年的建设实践,“政府主导、部门协作、社会动员、群众参与”的健康北京工作机制逐步建立形成,从鼓励每个市民做“健康北京人”,向动员全社会共同建设“健康北京城”的目标不断迈进。从工作成效来看,健康北京主要健康指标已经实现目标值,在培育健康人群、优化健康服务、构建健康环境等方面取得了很好成效,主要表现在创造健康北京良好的政策环境、建立统筹协调的工作机制、目标体系更加科学全面、健康服务能力更加扎实。与此同时,北京的健康城市建设也存在以下薄弱环节:“将健康融入所有政策”的理念缺乏硬约束,“共建共享”的机制需要强化;环境质量改善任重道远,“大城市病”问题依然突出;健康行为指数偏低,健康生活方式仍需强化;健康大数据应用不足,健康产业发展较慢。基于此,亟须做好以下方面的工作:提高思想认识,进一步完善政府统筹协调机制;结合疫情防控,加强爱国卫生组织体系建设;完善工作机制,推动各级政府和部门落实职责;抓住建设重点,持续开展健康促进与教育工作;推进共建共享,建立健康城市建设信息沟通平台;完善监测体系,着力提升公共卫生应急能力。

    Abstract

    Beijing,the capital of China,occupies an important position and undertakes important responsibilities in the construction of a healthy China. Building a healthy Beijing is a new mission entrusted to Beijing in the new era. Beijing has always adhered to people-oriented. After more than ten years of construction practice,a healthy Beijing working mechanism of “government leadership,departmental cooperation,social mobilization and mass participation” has been gradually established and formed,moving forward from encouraging every citizen to be a “Healthy Beijing People” to mobilizing the whole society to jointly build a “healthy Beijing city”. From the perspective of work results,the main health indicators of healthy Beijing have achieved the target value,and achieved good results in cultivating healthy people,optimizing health services and building a healthy environment,which is mainly reflected in creating a good policy environment for healthy Beijing,establishing an overall and coordinated work mechanism,a more scientific and comprehensive target system and a more solid health service ability. At the same time,the construction of a healthy city in Beijing also has the following weak links:“the concept of integrating health into all policies” lacks hard constraints,and the mechanism of “co construction and sharing” needs to be strengthened;There is a long way to go to improve environmental quality,and the problem of “big city disease” is still prominent;The healthy behavior index is low,and the healthy lifestyle still needs to be strengthened;The application of health big data is insufficient,and the development of health industry is slow. Based on this,it is urgent to do a good job in the following aspects:improve ideological understanding and further improve the government’s overall planning and coordination mechanism;Strengthen the construction of Patriotic Health Organization System in combination with epidemic prevention and control;Improve the working mechanism and promote governments and departments at all levels to implement their responsibilities;Grasp the key points of construction and continue to carry out health promotion and education;Promote co construction and sharing,and establish an information communication platform for healthy city construction;Improve the monitoring system and strive to improve the public health emergency response capacity.
