In November 2016，Jilin Xianghai National Nature Reserve Administration，Tongyu County Government and The Paradise Foundation started collaboration to protect the 175 square kilometers within the core area of the reserve for 30 years. This is the first attempt of joint management between a National Nature Reserve Administration and civil society. There are two innovations in this case：First，cooperating with government policies，private capital participate in the attempt to solve the problem of land ownership as the supplement；second，civil institutions serve to supplement ecological protection forces in the management of National Nature Reserve Administration，and the government provides law enforcement support and supervision.
