In cooperation with the Sanjiangyuan National Park Administration，ShanShui Conservation Center has carried out a demonstration project of community-based conservation in Angsai，Zaduo County，a township located at the source of the Mekong River. This demonstration project brings the national park rangers into full play in four aspects：conservation of snow leopards and their ecosystem，human-wildlife conflict mitigation，nature watch and environmental education，and public participation. In so doing，it aims to provide case references and policy suggestions for park ranger performance assessment，wildlife conservation compensation，and community-based ecotourism. By harvesting experience from the demonstration project，we explore how non-governmental organizations can effectively participate in the pilot construction of national parks in China. We also propose a model for collaboration among multiple stakeholders such as government agencies，NGOs，and local communities.
