自1956年我国建立自然保护区至今,我国自然保护地面积已占国土面积的18%以上,国家公园体制改革也取得了重要进展,但是以国家公园为主体的自然保护地体系仍然存在一些问题。本文分析了国家公园体制改革及中国社会公益保护地面临的问题,结合公益保护地的特点展望了公益保护地建设前景,并提出推动我国公益保护地制度建设的政策建议。本文认为,我国国家公园体制改革过程中面临各利益相关方的冲突和阻力,存在资金短缺、保护空缺、产权制度不健全等问题,通过引入公益机构,从健全法律法规、理顺监管职责、建立激励机制、完善沟通协调机制、多角度发挥公益机构优势和作用方面推动公益保护地建设,可以在新理念输入、资金投入、技术支撑等方面提高我国自然保护地的管理成效,为完善自然保护地治理体系、提高生态系统完整性以及保护、守护生态安全底线提供有力支撑。
<<Since the first nature reserve has been established in 1956,China’s protected areas has accounted for more than 18% of the national territorial area. Some progress has been made in the reform of the national park system,but problems still exist in building the protected area system with national parks as the backbone. This paper analyzes problems facing the national park system reform and privately protected areas construction,outlooks the prospect of privately protected areas in light of their characteristics,and proposes policy recommendations to promote the institutional development of privately protected areas in China. The study concluded that the process of reforming China’s national park system faces conflicts and resistance from various stakeholders,and that there are problems such as shortage of funds,gaps in conservation,and an inadequate property rights system. By introducing public interest institutions,promoting the construction of privately protected area in terms of improving laws and regulations,rationalizing supervisory responsibilities,establishing incentive mechanisms,improving communication and coordination mechanisms,and giving full play to the advantages and roles of public interest institutions etc.,we can improve the management effectiveness of China’s protected areas in terms of new concept input,financial investment,and technical assistance,and provide strong support for improving the governance system of protected areas,improving ecosystem integrity,and guarding the bottom line of ecological security.
