2018~2020年,是我国环境治理具有里程碑意义的一个阶段。以习近平生态文明思想体系的确立作为引领,环境治理和绿色发展被赋予了前所未有的政治权威性,带动顶层设计取得一系列意义深远的重要成果,进而转化成更加具体的环保法律制度创新。这三年正好是污染防治攻坚战的执行期,是习近平生态文明思想和一系列新理念、新战略转化成实实在在的治理实践的重要周期,见证了我国环保执法行动的新突破、新高度。值得一提的是,2020年是一个非常特殊的年份。这一年原本是“十三五”规划和污染防治攻坚战的收官之年,却在年初遭遇新冠肺炎疫情。这场严重的疫情给社会经济运作都带来了严重、持久的冲击。但对于污染防治攻坚战乃至环境治理全局而言,这场巨灾既带来了额外的压力和挑战,也注入了一些意外的反思和变革动力。
<<The three years between 2018 and 2020 marked a milestone in China’s environmental governance. Driven by the establishment of Xi Jinping’s Ecological Civilization as China’s fundamental guiding political and development principle,this period witnessed a set of major breakthroughs in China’s environmental legislation,governing infrastructure,and institutional capacity building. More importantly,the top-down ideological and institutional changes had led to a set of stringent environmental law enforcement and anti-pollution campaigns unprecedented in scale and extensiveness in the history of the People’s Republic. The three years campaigns,targeting some of most high-profile and challenging issues such as air pollution,water pollution,and soil contamination,had led to visible improvement in environmental quality,but it still takes time to see whether such highly politicalised environmental law enforcement actions could transform into long-term environmental progress and more effective and institutionalised environmental governance.
It is worth mentioning that 2020 is a very special year because it not only marks. the end of the 13th Five-Year Plan and the three-years anti-pollution campaigns,but also witnessed the outbreak of an unprecedented public health crisis,namely the COVID-19. This chapter also examines some of the emerging,both negative and surprisingly positive,impacts of the COVID-19 pandemic on China’s pollution control and environmental governance.
