在中国现代化的进程中，从经济体制改革到政治体制改革再到社会体制改革，是历史发展的必然要求。在社会体制的改革中，政府职能的转变和公民社会的发育也是一种必然。在公共服务型政府的构建过程中，政府和公民社会之间的关系是一种伙伴合作关系。当前社区居民委员会作为基层社区自治性组织的发展面临很多困境，本文以杭州市的基层经验为出发点，试图展现政府和公民社会发育之间的良性互动。
<<China’s modernization process，has undergone a reform from economic system to political system and then to social system，which is an inevitable requirement of historical development.In the social system reform，the changes of government functions and the development of civil society are inevitable.In the construction process of public service-oriented government，there is a partnership between the government and the civil society.Currently，as an autonomous grass-roots community organization，there are many difficulties in the development of community residents’ committee.This paper is based on the grass-roots experience of Hangzhou，trying to show the positive interaction between the government and the development of civil society.
