The discourse of citizen participation becomes popular in urban and community life in 21st century China The new value not only encourages citizens to engage in the process of public affairs and policy decision-making in community，but also is a strategy for advancing social justice and equal distribution of social well-being.In addition，participatory activity should be regarded as a soft power and an attractive landscape of urban and community development.In the process of advancing Beijing ecological protection，aiming at improving quality of participation and transforming the theoretical analysis into working model for problem-solving，the author propose a new framework – developing a “participatory system for community life”including capacity building，institutional support and sustainable social innovation，through which a harmonious and democratic community life and a soft power of Beijing municipal will be built.
