虽然，治理理论已经遍布全球、国家和地方的不同层次，正在逐步形成一个蔚为壮观的治理理论体系和实践系统。但是，社区治理在整个治理理论中所得到的关注还很小，相应的论述也极少。本文首先梳理了全球治理、民族国家治理和地方治理三种主要理论，并分析了它们的异同点，在概括共同特点的基础上，第一次提出了社区治理的主要内容和特点，对初步建立社区治理理论进行了尝试。
<<Though，governance theories have been found at differential level，such globe，nation and local，which are becoming grand theoretical and practical system，but community governance has not caused concern.
The paper indicates the main features of global，national and local governance theories，and analysis their differences and similarities.After summarizing common points of three theories，author tries to proposes content and characteristics in community governance first，which will contribute to urban community governance theory in China.
