黄河流域甘肃段生态地位关键、政治地位重要、经济地位独特、文化地位特殊，是黄河流域生态保护和高质量发展的核心区域和重中之重。甘肃是黄河流域生态保护和高质量发展的“首倡之地”。本报告通过分析黄河流域甘肃段的功能定位和现状挑战，提出了把甘肃打造成为黄河流域生态保护和高质量发展示范区的九条建议，分别是把生态保护作为支撑黄河流域甘肃段高质量发展的中心任务，把打好治水攻坚战作为黄河流域甘肃段生态保护的第一要义，把加快实施南水北调西线工程作为搞好黄河流域生态保护和高质量发展的战略支撑，把打好防沙治沙阵地战作为破解黄河流域甘肃段高质量发展的最大难题，把智慧黄河建设作为支撑黄河流域甘肃段高质量发展的关键举措，把黄河流域甘肃段高质量发展作为推进全省经济社会发展的重要抓手，把十大生态产业作为支撑黄河流域甘肃段高质量发展的最大动力，把黄河文化建设作为壮大黄河流域高质量发展的新动能，把黄河流域建设为以“生态建设—文化创新—高质量发展”为核心的21世纪“中华民族伟大复兴示范区”。
<<Gansu section of the Yellow River Basin has key ecological status，important political status，unique economic status and special cultural status，which is the core area and top priority of ecological protection and high-quality development of the Yellow River Basin. Gansu has become the first place for ecological protection and high-quality development of the Yellow River Basin. Based on the analysis of the functional orientation and current challenges of the Gansu section of the Yellow River Basin，nine suggestions are put forward to build Gansu into a demonstration area of ecological protection and high-quality development of the Yellow River Basin，They are to take ecological protection as the central task to support the high-quality development of Gansu section of the Yellow River Basin，take the battle of water control as the first important point of ecological protection in Gansu section of the Yellow River Basin，accelerate the implementation of the West Route of South-to-North Water Transfer Project as a strategic support for the ecological protection and high-quality development of the Yellow River Basin，fight the battle of sand prevention and control positions to solve the biggest problem of high-quality development in Gansu section of the Yellow River Basin，take the construction of the wisdom Yellow River as a decisive measure to support the high-quality development of Gansu section of the Yellow River Basin，take the high-quality development of Gansu section of the Yellow River Basin as an important grasp to promote the economic and social development of the whole province，take the ten ecological industries as the biggest driving force to support the high-quality development of Gansu section of the Yellow River Basin，take the cultural construction of the Yellow River as a new kinetic energy to strengthen the high-quality development of the Yellow River basin，build the Yellow River Basin into a demonstration zone for the great rejuvenation of the Chinese nation in the 21st century with ecological construction-cultural innovation-high-quality development as its core.
