Sichuan is an important water conservation and replenishment area in the upper reaches of the Yellow River and an important wetland ecological function area in China. The Yellow River Basin in Sichuan is an important part of the “China water tower”. It has important geographical location，rich ecological resources，rich culture，unbalanced and inadequate economic and social development，fragile ecological environment and great difficulty in protection and management，and it plays an important role and has a great responsibility in Ecological Protection and High-quality Development of the Yellow River Basin. In recent years，Sichuan has made remarkable achievements in systematically and comprehensively promoting the ecological protection and restoration of the river basin，protecting and inheriting the source culture of the Yellow River，promoting the ecological enrichment and improvement of people’s livelihood in the river basin，and establishing and improving the institutional system of river basin protection and governance. However，due to natural，historical，economic and social reasons，Sichuan is still facing a severe situation of ecological governance. There are still many problems to be solved in the improvement of ecological governance capacity，the cultivation of ecological enriching industries and policy support. Therefore，the primary task of Ecological Protection and High-quality Development of the Yellow River Basin in Sichuan is to protect ecological security. On the premise of giving priority to ecological protection，restoration and governance，moderately develop the economy to enrich the people and enhance the ecological，economic and social value of the ecological environment.
