Ecological protection and high-quality development of the Yellow River Basin should be coordinated and comprehensively implemented to continuously enhance systematicness，integrity and synergy. We need to firmly grasp main line of promoting large-scale governance from the aspects of governance requirements，governance objectives，governance entities and governance orientations. And we need to effectively accomplish the key tasks of high-level ecological environmental protection，long-term stability of the Yellow River，conservation and intensive use of water resources，high-quality economic and social development，protection and inheritance of the Yellow River culture. It is also very important to strengthen top-level design，coordination mechanisms，market orientation，institutional guarantees，and infrastructure，basic research and other strategic support systems.
