Ecological Protection and High-quality Development of the Yellow River basin is a systematic project. We should learn from the international experience in the governance of large rivers and promote the development and utilization of natural resources with water resources as the core and the sustained and healthy economic development focusing on cross administrative coordination. Through systematic treatment，comprehensive treatment and collaborative treatment，we can realize the transformation from the maximization of the interests of the administrative area to the maximization of the overall interests of the river basin.
