In this study，Beilun District of Ningbo City，Zhenhai District，Haishu District，as a sample，from a social perspective of pluralistic governance，analysis of community development，public service oriented government and social organizations involved in the intrinsic relationship between the development and co-production. The mechanism of public service products，offered to the community as a unit of non-scale production and supply system of public services，to the greatest extent，docking supply and demand more efficiently，to meet the needs of social heterogeneity.
