当前,在建立以惠民为导向的公共服务体系与文明城市创建双重背景下,南京市玄武区政府不断完善社区公共服务、提升公共文明指数,并积极探索二者之间的相互关系。一方面,政府提供更多更好的社区公共服务产品是提高市民参与意识的基础;另一方面,文明城市创建进一步拓展了政府的社会动员能力,强化了以群众受益、群众满意为导向的新型工作格局,为公共服务水平的提高提供契机。在实践中要充分认识并发挥公共文明与公共服务相互促进、相得益彰的作用力,依靠以社情民情舆情为“晴雨表”的反馈机制、以有效解决群众问题为核心的运行机制、以群众满意度为根本的第三方评价机制,让市民享有更优质的公共服务,让区域文明水平得到有效提升。
<<At present,the establishment of the Waste Management-oriented public service system and under the background of civilized cities,Nanjing Xuanwu District Government continue to improve community public services,enhance public civilization index,and actively explore the relationship between the two. On the one hand,the Government provides more and better public services the community is to enhance public participation in product awareness foundation;the other hand,civilized city to further expand the government’s social mobilization,strengthened to benefit the masses,people are satisfied with the new orientation work pattern,to raise the level of public services to provide opportunity.In practice,we should fully understand and play to the public culture and public services,promote each other,complement each other’s forces,relying on social conditions and public sentiment in public opinion as a “barometer” of the feedback mechanism to effectively solving the problem at the core of the operating system to the masses satisfaction third-party evaluation as a fundamental mechanism to enable people to enjoy better public services,to effectively increase the level of regional culture.
