Since adopted the open and reform policy in the past three decades，how to construct the community-based mental health care services system became one of core policy issues in China national health policy agenda.The author used literature review and policy analysis and empirical research methods，brief descriptive the historical development process and basic features，comprehensive introduction current situation in the community-based mental health，brief analysis the main challenged and it’s structural cause face by the mental health care system development，concentrate on the mental health services models and mental health social work practice models，summary the basic theoretical and policy issues in China mental health care services system，final provide the policy recommendations for construction harmony society，improved the health sector reform，enhance the community-based mental health care system，pull the biomedical model structure transformed and upgrade level of universal social welfare and health care system.
