This paper analyzes the overall situation and main characteristics of human resources service industry in Hebei Province from six aspects：total number of institutions，industry scale，service mode，market allocation capacity and industry and talent gathering effect，to proposes the development of human resources service industry in Hebei Province in view of the gaps and problems in the current development of human resources service industry in Hebei Province and the opportunities faced under the current situation. The recommendations for the development of human resources service industry in Hebei Province are proposed.
