This survey analyzes the needs of international talents in Beijing from different perspectives，including interviews and questionnaires from talents and HR of employers，involving groups such as sea-joiners，foreign talents and returnees，etc.；the survey units include enterprises，research institutions and other types. The research obtains the real demand of international talents and suggestions on relevant policies in Beijing. At the same time，by comparing with other urban policies，this paper analyzes Beijing’s living cost policy，incentive and guarantee policy，talent service policy，innovation and entrepreneurship policy，and gives some policy suggestions.
