Industrial collaborative development is the key support to strengthen inter-regional economic collaboration，optimize industrial spacial arrangement and realize regional economic integration. As the carrier to reflect central function of a city，CBD is faced with the problem of how to optimize its spacial arrangement and industrial upgrading. In the background of the new turn of consumption upgrading，Beijing CBD and Canal Business Center of Beijing MC （Beijing Municipal Administrative Center） need to take the opportunity of smart-city-construction to accelerate their regional industrial quality improvement and collaborative development. Practically，these measures are of great significance for optimizing and improving Beijing’s core function of Capital. Taking the interrelationship between consumption upgrading，smart-city-construction and industrial collaborative development as the starting point，this report analyzes the industrial agglomeration from 2010 to 2019 in Beijing CBD and Tongzhou District. The agglomeration involves three major industries，including cultural creative industry，modern service industry and financial industry. Based on the analysis achievement and from perspectives of industrial radiation，industry fusion and industrial chain integration，the present author proposes the path of collaborative industrial development.
