CBD radiation-leading effect can promote city development. This report selects thirteen cities，including Beijing，Shanghai，Guangzhou，Shenzhen，Tianjin，Chengdu，Wuhan，Hangzhou，Chongqing，Nanjing，Xian，Changsha and Shenyang，as the research samples. Each city has an area of CBD location. By making calculation，analysis and evaluation，researchers find out that，from 2017-2019，unbalanced development of comprehensive radiation index takes place in urban areas of the thirteen cities. In the first-tier cities，the radiation index of the urban areas with CBD location performs prominently and the figure is obviously higher than that of new first-tier cities. Much still remain to be done for gaining a balanced regional development. In Chaoyang district in Beijing，Jinjiang district in Chengdu，Yuzhong district in Chongqing and Jianye district in Nanjing，CBD regional radiation index has been increased steadily and continuously year after year，which indicates each of the districts keeps developing with higher quality. Combining the result of measurement with the requirement to promote transformation development by upgrading consumption，the report offers the following suggestions：promoting transformation upgrading by consumption upgrading，putting CBD into a full play as the engine of development；taking technology innovation and integration as the driving force，pushing forward CBD develop at a higher level；empowering CBD with intelligence，creating favorable conditions for CBD development；improving infrastructure construction，ensuring to keep CBD in sound development.
