As a super large-scale service consumer market and an international scientific and technological innovation center，Beijing has the foundation and conditions to accelerate the improvement of development level in building a domestic and international dual-circulation. Starting from the bottleneck of high-quality development of Beijing’s service industry under the new development pattern，this report discusses the deep integration of Beijing’s service and manufacturing industry and its role in the high-quality development of new service industry. It analyzes the direct promotion effect and industrial linkage impact of Beijing’s service industry opening on the high-quality development of service industry. Further，it excavates and analyzes the important driving mechanism of high-quality development of Beijing’s service industry，such as structural upgrading，employment quality enhancement，and total factor productivity improvement. On this basis，this research puts forward four suggestions and a series of supporting measures，namely，unblocking the high-quality internal circulation of service industry，promoting deep industrial integration，realizing a higher level of external circulation of service trade，and creating a high-quality competitive environment for the service industry，to promote the high-quality development of service industry in Beijing.
