2020年,北京深入实施文化产业“走出去”战略,对外文化贸易发展态势总体平稳,以“一带一路”国际合作为代表的国际文化交流日益深化,出台了一系列以培育壮大新业态、加速发展重点区域、推动投资贸易自由化便利化等为重点的文化贸易扶持政策、措施及法规。以科技创新为引擎,北京文化企业在更广领域、更深层次融入国际市场,以网络文学、网络游戏等为代表的数字文化产业“走出去”在新冠肺炎疫情期间逆势上扬,政府在文化金融服务领域的改革不断深化,为文化企业“出海”纾困减负。当前,北京文化产业“走出去”还面临文化品牌全球影响力不足、文化出口企业受盗版影响严重等问题,建议在国际市场打造京味特色文化品牌,切实采取多种举措为文化企业海外知识产权运营保驾护航。
<<In 2020,Beijing thoroughly implemented the overseas development strategy of culture industry and the trend of foreign cultural trade was generally stable. International cultural exchanges represented by Belt and Road cooperation are increasingly deepened. A series of cultural trade support policies,measures and laws focusing on cultivating new forms of trade,accelerating the development of key regions and advancing freedom and convenience in trade and investment have been issued. With technological innovation as the engine,Beijing cultural enterprises have integrated into the international market at a deeper level. The “going global” strategy of digital culture industry represented by electronic literature and online games rose against the trend during the pandemic. In order to relieve the financial burden of cultural enterprises,the government continued to deepen the reform in the field of financial services. At present,the overseas development strategy of Beijing’s cultural industry is also facing problems such as insufficiency in global influence of cultural brands and the deep impact of piracy on cultural export enterprises. It is suggested that to build a Beijing characteristic cultural brand in the global market and take measures to protect the overseas intellectual property of cultural enterprises.
