深化新时代教育督导体制机制改革，关键在于一系列改革举措在基层的落地实施。内蒙古自治区巴彦淖尔市杭锦后旗（简称“杭锦后旗”）认真贯彻中央相关改革精神，以建立“全领域、全口径、全支撑、全保障”的教育督导新体系为目标，结合本旗教育发展实际，通过构建新型督导队伍、提升督学专业素养、严格督学管理考核、开展督导与学校发展共赢行动，以及常态化做实挂牌督导、突破化做精专项督导、内涵化做亮订单督导、可持续做优综合督导，形成了以“守正创新和合致远”为核心理念的“正和”教育督导新样板，在县域教育督导体制机制改革创新中树立起一面杭锦后“旗”。
<<The key to deepening the reform of the institutional mechanism for educational supervision in the new era lies in the implementation of a series of reform measures at the grass-roots level. Under the guidance for educational supervision of the central government，Hangjinhou County of Bayannur City in Inner Mongolia Autonomous Region formed a new model of educational supervision with the core concept of “integrity，innovation and harmony”，and set up a “flag” in the reform of the institutional mechanism for educational supervision at the county level. The measures taken by Hangjinhou County included：building a new type of supervision teams，improving the quality of supervisors，adopting strict assessment of supervisors，carrying out win-win mechanism of supervision and school development，and promoting the normalization，refinement，quality，and sustainability of the educational supervision.
