深化督学聘用和管理改革,是深化新时代教育督导体制机制改革的一项重要任务。福建省近年来坚持实施责任督学挂牌督导制度,立足福建教育发展实际,通过明确责任督学工作的组织领导和制度建设、扎实推动“四个一”机制、健全经费保障机制、畅通责任督学职称评聘渠道、提高责任督学专业化水平、调动责任督学履职积极性、加强责任督学工作条件保障、激发市县教育督导改革主动性等八大举措,探索创新责任督学挂牌督导工作,不断提升学校办学质量,取得显著改革成绩。面对新时代深化教育督导改革的新形势新要求,福建总结出三方面建议,即建设高素质专业化的督学和教育督导队伍,进一步推动经费保障制度化、规范化,强化督导结果运用。
<<Deepening the reform of the employment and management of supervisors is an important task to promote the reform of the institutional mechanism for the educational supervision in the new era. In recent years,Fujian Province had been implementing the mechanism for supervising primary and secondary schools,and had achieved remarkable results. Based on local conditions,Fujian adopted eight measures including:clarifying the organizational leadership of supervisors,promoting the “Four Ones” mechanism,improving the funding mechanism,increasing channels for the promotion of supervisors,raising professional competence,invigorating to perform duties,providing the necessary institutional support,and stimulating the educational supervision reform in cities and counties. Facing the new situation and requirements of deepening the reform of educational supervision in the new era,Fujian province provided three suggestions,that is,to develop a high-quality and professional educational supervision team,to further promote the institutionalization and standardization of funding,and to facilitate the application of supervision results.
