    2000~2020年中国县域义务教育均衡发展督导评估概况与改进策略

    摘要

    进入21世纪以来,均衡发展逐步成为义务教育的时代主题。2012年,教育部印发了《县域义务教育均衡发展督导评估暂行办法》,建立起了县域义务教育均衡发展督导评估制度,这一制度有着鲜明的特点,制度实施收到了良好的成效。2020年,我国义务教育努力克服新冠肺炎疫情影响,出台了一系列政策措施,义务教育均衡发展政策体系更加完善。县域义务教育均衡发展督导评估稳步推进,3省份42个县通过评估认定。当前,县域义务教育均衡发展督导评估工作面临转型升级,还需正视存在的问题,做好巩固提高文章;“硬件”“软件”并重,推进有质量的公平;问题经验兼顾,增强典型示范带动作用。

    Abstract

    Balanced development has become the theme of compulsory education since the new century. In 2012,the Ministry of Education issued the Interim Measures for Inspecting and Evaluating the Balanced Development of County-level Compulsory Education. The inspection and evaluation system with distinct characteristics has been established and achieved good results. In 2020,Chinese authorities managed to overcome the effects of the COVID-19 epidemic and introduced a series of measures to improve the policy system for the balanced development of compulsory education. Progress has been made steadily in the inspection and evaluation of the balanced development of compulsory education at county level,and 42 counties in three provinces have passed the evaluation. At present,the inspection and evaluation of the balanced development of compulsory education in the county is facing transformation and upgrading,and there is still a need to face the existing problems and do a good job of consolidation. Equal attention to “hardware” and “software” should be paid to promote quality fairness;Problems and experience should be taken into account,and the leading role of typical demonstrations should be enhanced.
