Balanced development has become the theme of compulsory education since the new century. In 2012，the Ministry of Education issued the Interim Measures for Inspecting and Evaluating the Balanced Development of County-level Compulsory Education. The inspection and evaluation system with distinct characteristics has been established and achieved good results. In 2020，Chinese authorities managed to overcome the effects of the COVID-19 epidemic and introduced a series of measures to improve the policy system for the balanced development of compulsory education. Progress has been made steadily in the inspection and evaluation of the balanced development of compulsory education at county level，and 42 counties in three provinces have passed the evaluation. At present，the inspection and evaluation of the balanced development of compulsory education in the county is facing transformation and upgrading，and there is still a need to face the existing problems and do a good job of consolidation. Equal attention to “hardware” and “software” should be paid to promote quality fairness；Problems and experience should be taken into account，and the leading role of typical demonstrations should be enhanced.
