对省级人民政府履行教育职责的评价是党中央、国务院着眼教育优先发展战略,推动教育现代化和教育强国建设的重大战略部署,事关教育事业发展全局、国家现代化建设大局。对省级人民政府履行教育职责评价有其特定的制度形成、顶层设计、检查评估等政策逻辑,是通过自上而下的政策逻辑解决教育实践中的问题。自2017年《对省级人民政府履行教育职责的评价办法》出台以来,省级人民政府履行教育职责中,在全面加强党对教育工作的领导、坚持分级分类的综合治理、坚持以问题导向的履职策略、形成科学高效的工作方案、突出督导评估的工作实效等方面进行了有益探索,在问题解决中成效显著,有力促进了地方教育事业的良性发展。为进一步加强省级人民政府履行教育职责,今后需在组织领导、强化综合治理、建立智能体系、加强专业研究等方面持续加强调整与建设。
