This paper studies the significance，practical basis and short board of the “two guarantees”，and puts forward countermeasures and suggestions on how to implement the “two guarantees” in Henan. The research shows that the “two guarantees” plan the grand blueprint of modern Henan，clarify the goal of modern Henan，and is the general program of building a modern Henan in an all-round way. Henan has prominent strategic superposition effect，prominent comparative advantage，complete industrial system and huge market space. It has a solid foundation for realizing the goal of “two guarantees”. At the same time，Henan faces many challenges in realizing the “two guarantees” due to its low per capita development level，heavy task of structural adjustment，weak innovation and development ability and unbalanced regional development. In view of this，Henan should focus on promoting high-quality development，serving the overall situation of the country，improving people’s livelihood，stimulating the vitality of opening and innovation，give full play to its advantages，make up for its development weaknesses，promote the full implementation of the strategic deployment of “two guarantees” and promote the smooth realization of the strategic goal of “two guarantees”.
