This report designs and calculates three indices from different perspectives to evaluate the philanthropy development in Pudong. The cross-sectional comparison index for 2017 shows that Pudong philanthropic development is superior to the overall situation in Shanghai，the longitudinal comparison index for 2017-2020 shows that Pudong has made progress in many areas of philanthropy，and the community-level comparison index shows that there are noticeable difference in the philanthropic development among streets and towns in Pudong. Based on the data analysis，this report makes some conclusions and suggestions，such as maintaining the government support as the most important advantage and promoting the digital transformation of philanthropy，etc.
