In Pudong district，the philanthropy-participation in environmental protection has gone through a period of exploratory and stable development. It has basically formed a system in which environmental social organizations play a leading role and various volunteer teams，corporate forces and individual forces grow side by side. In different stages of Pudong’s household garbage sorting work，the philanthropic environmental protection forces have played different roles such as environmental propagators，policy advocators，empirical researchers and technological innovators. The successful experience of Pudong philanthropic participation in environmental protection shows the necessity of adhering to the government’s role of “meta-governance” and promoting cooperation between government and society，strengthening corporate social responsibility and encouraging cooperation between enterprises and society，playing the role of community as the main body to drive residents to participate，building a communication platform to promote cooperation between social organizations in social governance.
