This report will discuss the sales of welfare lottery at the provincial level in 2019，mainly including the welfare lottery development index，the deviation between the sales proportion and GDP proportion，welfare lottery per capital sales，etc. According to the “lottery deviation index” set in this report，it can draw conclusions such as “in the western and northern provinces，the proportion of the sales of welfare lottery in most provinces is higher than the proportion of their provincial GDP”，“in the southeast coastal and central provinces，the proportion of the sales of welfare lottery in most provinces is lower than or basically equal to the proportion of provincial GDP”. In addition，based on this analysis，combined with combing the data over the years，this report makes a comparative analysis between the more general “lottery development index” and the “lottery deviation index” set in this report from the statistical level. Through rstudio software，“lottery development index” and “lottery deviation index” verify the judgment of normal distribution，as well as the data display combined with histogram and nuclear density curve.
