The 30 years of Pudong’s development and opening-up have been accompanied by the 30 years of great development of philanthropy. This report divides this historical process into three periods：the exploration period has created multiple “firsts” in Shanghai and even in China；the rapid development period displayed the characteristics of scale，diversification，standardization and specialization；in the improvement period，a well-established institutional environment has been built，showing the aggregation effect and helping to form a more ecological system. In 2020，philanthropic organizations，volunteerism，philanthropic fund-raising，philanthropic forces’ participation，Internet philanthropy，philanthropy culture cultivation and professional talent team construction all thrived into a new stage. Standing at the intersection of past and future，the central government and Shanghai have set new requirements for Pudong. Philanthropy development in Pudong has to adhere to the basic experience of Chinese characteristics，people-oriented，reform and innovation，professional development，aiming to establish the basic ideas of improving the allocation of charitable resources，creating a new situation of philanthropy，improving the construction of philanthropic law and regulation system，and promoting the digitalization of philanthropy，etc. Accordingly，this report also puts forward the corresponding policy suggestions.
