情景规划法作为一种适用于复杂、不确定环境中制定企业发展战略的分析工具和方法,能够有效指导企业识别早期风险信号,将核心变量纳入监控体系,在环境改变之前采取措施从容应对。本报告通过对情景规划的产生背景、应用范围、优劣势及使用步骤进行分析,以及指出“十四五”时期城投外部环境面临的改变,指导城投公司在“十四五”发展规划编制中有效应用情景规划方法,更好地应对外部环境对企业发展的影响。
