哈尔滨市城市建设投资集团有限公司自成立起至2014年,主要为哈尔滨市政府的融资平台,此后,随着政府投融资体制改革及国有企业改革的不断深入,适时调整发展战略和经营业务,建立完善现代化企业管理制度,并于2019年全市国有企业布局结构战略性调整后,与业务相近的企业集团进行整合重组,业务板块得到充实,成功向城市运营服务商转型。本报告通过描述其转型方式做法,借以总结转型经验,以期为城投行业中面临转型困境、寻求新出路的企业提供一些思路和经验。
<<The main business of Harbin Urban Construction Investment Group Co.,Ltd. was the government financing platform before 2014. But in the later,as the reform of government investment and financing system and state-owned enterprises,Harbin Urban Construction Investment Group Co.,Ltd. adjusted its development strategy and business,also improved the modern enterprise management system. After the strategic adjustment of the layout structure of state-owned enterprises in 2019,Harbin Urban Construction Investment Group Co.,Ltd. actively integrated and reorganized its business sector,and successfully transformed into an urban service operator. This report summarizes its transformation experience by describing transformation methods and practices of Harbin Urban Construction Investment Group Co.,Ltd.,in order to provide some ideas and experience for urban investment industry,which face the same transformation dilemma.
