China’s welfare lottery industry is under a mixed managing system，which combines the “tiao”（functional） and “kuai”（multidivisional） in both levels of national wide and local wide. Under this management mode，issues about a welfare lottery are partitioned to different departments. Those issues about human relations and physical assets are under control of the provincial distribution and sales center of welfare lotteries，which is under the management of the department of civil affairs. Those issues about finance and administration are distributed to the Ministry of Finance delegated by the State Council. This managing system has both characteristics of territorial administration and vertical administration. At the same time，the two management modes co-exist among provinces.
