Lottery is an important part of the third distribution in China. The practice of social responsibility of lottery is the key to ensure that it continues to play an important role in the third distribution and better play its role in supporting public welfare and philanthropy. Different from ordinary enterprises，the social responsibility of lottery has four significant characteristics：multi-level，integrity，national and negative externality. The social responsibility of lottery is composed of four levels：economy，law，ethics and public welfare，forming a rectangular model. In recent years，lottery institutions，especially welfare lottery institutions，have made progress in establishing the concept of social responsibility and strengthening the construction of social responsibility. However，based on the overall perspective of the lottery industry，the current lottery social responsibility construction still has deficiencies in highlighting the integrity of the lottery，weakening the negative externality and emphasizing the national nature. It is suggested to promote the practice of social responsibility in China’s lottery industry by constructing the lottery social responsibility governance system，guiding rational lottery purchase，strengthening the social responsibility for the distribution and use of public welfare funds，and vigorously disseminating lottery public welfare.
