Difficulties in the commercialization of employees’s scientific and technological achievements have become an important bottleneck hindering innovation-driven development. A research team from the Counselor’s Office of the State Council has found that solutions to the challenge of commercializing achievements boil down to reform of the ownership system for employees’ scientific and technological achievements. The researchers recommend that the scope of employees’ scientific and technological achievements should be clearly defined. The nature of the ownership of the technological achievements as state-owned assets should be changed so that such assets cease to be treated as state assets. The ownership of those assets should be vested，in their entirety，with the employees who complete the achievements. The nature of the fiscal spending on employees’ technological achievements should be explicitly defined as grants.
