职务科技成果转化难已成为阻碍创新驱动发展的重要瓶颈。国务院参事室课题组调研发现,破解成果转化难题应逐步聚焦职务科技成果所有权的制度改革。建议明晰界定职务科技成果的范围,变更职务科技成果所有权国资属性并退出国资管理,将职务科技成果所有权全部归属于成果完成人,明确职务科技成果中财政投入的性质为资助。
<<Difficulties in the commercialization of employees’s scientific and technological achievements have become an important bottleneck hindering innovation-driven development. A research team from the Counselor’s Office of the State Council has found that solutions to the challenge of commercializing achievements boil down to reform of the ownership system for employees’ scientific and technological achievements. The researchers recommend that the scope of employees’ scientific and technological achievements should be clearly defined. The nature of the ownership of the technological achievements as state-owned assets should be changed so that such assets cease to be treated as state assets. The ownership of those assets should be vested,in their entirety,with the employees who complete the achievements. The nature of the fiscal spending on employees’ technological achievements should be explicitly defined as grants.
