Building on field research，a research team commissioned by the Counselor’s Office of the State Council makes the following recommendations on the establishment of national hub nodes for nationally integrated big data centers：first，to promptly prepare and issue unified standards and specifications；second，set data collection standards，improve data quality and solve the problem of data silos；third，to develop a system for ensuring data security and sound operations of data systems；fourth，to beef up talent support and increase research and development resources for core technologies.
