A research project team from the Yangtze River Economic Belt Development Research Center of the Counselors’ Office of the State Council has pointed out that with its experiments in pursuing integrated urban-rural development，Tongxiang City has shown that more developed metropolitan areas and city clusters such as those in the Yangtze River Delta are in a position to build a “urban-rural resource-sharing” society. It is possible to improve the layout of infrastructure and public services within the framework of urban and rural areas. A holistic approach can be taken to act on the development philosophy of joint contribution，shared governance and shared benefits. It is essential to improve a new type of worker-farmer and urban-rural relations inside metropolitan areas and city clusters. A modernized and beautiful countryside should constitute part and parcel of major metropolitan areas. The countryside is well-placed to serve as the starting point of county economies’ industrial chains and value chains. That，in turn，will effectively overcome the “urban-rural dichotomy” and deliver solid progress towards common prosperity.
