In order to help advance the agenda of promoting the development of the Yangtze River Economic Belt，Zhang Hongwu，a counselor at the Counsellors’ Office of the State Council，has found that the Chishui River Basin has been plagued by grabs for ecological resources，lack of diversified sources of compensation，and insufficient joint law enforcement. The researcher makes the following recommendations：to establish an interagency meeting mechanism for overall planning；to keep detailed record of ecological assessment and monitoring；to mobilize the private sector to help improve the ecological compensation mechanism for the river basin；to establish a unified law enforcement agency to ensure consistent oversight；to place the Chishui River under the national park system；and to champion a green model of economic growth. By working together to ensure well-coordinated protection of the Chishui River，we can help achieve high-quality development of the basin.
