The Yangtze River Delta should achieve major breakthroughs on core technologies in the key fields of strategic and cutting-edge industries. It should aim for globally competitive level of industrial innovation. First，it is important to channel more resources into the field of industrial innovation. Second，it is imperative to establish a market-oriented mechanism for industrial innovation where business firms play the principal role. Third，it is necessary to foster a number of bigger and stronger industry champions in terms of industrial innovation. Fourth，the three provinces of Jiangsu，Zhejiang and Anhui and the City of Shanghai should deepen their partnership in industrial innovation with a view to developing a collaborative innovation mechanism.
