报告依据“金蜜蜂中国企业社会责任报告评估体系2021”,对2008~2020年中国企业发布的61份海外社会责任报告进行评估,发现如下特征:从2017年起,海外社会责任报告整体数量有所上升,2019~2020年呈现快速增长态势;中央企业更加重视编制发布海外社会责任报告,九成海外社会责任报告由中央企业及其下属企业发布;覆盖亚洲、非洲、欧洲、美洲和大洋洲,亚洲、非洲区域的报告最多;采掘业、建筑业、水电煤气生产与供应业企业更重视海外社会责任信息披露;报告语言兼顾当地语言与中文;报告多为一次性发布,仅有三成报告发布的英文新闻可被检索到,反映出企业对社会责任报告信息披露的价值未有效发挥。报告内容呈现以下特征:报告注重落实共建“一带一路”倡议、母公司责任理念,但与联合国2030年可持续发展目标的关联度有待提升;披露议题聚焦劳工实践、环境、社区区域性特征;报告设计风格贴近当地人审美,体现中国企业的人文关怀与行业特色。建议提升报告发布的连续性,加强与联合国2030年可持续发展目标的对接,重视发挥报告服务企业社会责任管理的功能,利用好报告的沟通属性,整体提升报告沟通价值。
<<Based on the GBEE-CRAS 2021,61 overseas CSR reports released by Chinese enterprises from 2008 to 2020 are assessed and analyzed,and suggestions are proposed accordingly. The characteristics can be concluded as follows:the number of overseas CSR reports has increased since 2017,and it is growing rapidly from 2019 to 2020;90% of overseas CSR reports are released by central SOEs and their subsidiaries;the report covers mainly Asia and Africa;enterprises in mining,construction and power industries highlight overseas social responsibility information disclosure;the report language combines local language and Chinese;most of target enterprises only released the report one time,only 30% of reports can retrieve news released in English,reflecting that the value of corporate social responsibility information disclosure has not been effectively used;As for the report content,contribution to the Belt and Road Initiative and CSR philosophy of parent company are highlighted and the relevance of the SDGs needs to be enhanced;the information disclosure topics focus on labor practices,environment,communities etc.,obvious regional characteristics;the report design style stays close to the aesthetics of local people,and reflecting the humanistic care and industry characteristics of Chinese enterprises. It is suggested to improve the continuity of report release and strengthen the connection with the UN SDGs,attach importance to the social responsibility management function of the reporting service company,make good use of the communication attributes of the report,and enhance the value of report communication as a whole.
