Since September 22，2020，General Secretary Xi Jinping has announced the deployment of carbon Peaking and carbon neutrality target at several major international occasions and important central meetings. Achieving carbon Peaking and carbon neutrality has become an extensive and profound social-economic systematic change. How to better integrate carbon Peaking and carbon neutrality visions into the overall layout of social-economic development and ecological civilization construction and clarify the timetable，road map and construction drawing is the focus of attention of all stakeholders. Based on the study ofinternational situation，national strategy and IAMC model scenario analysis，this paper summarizes and discusses the transition pathways towards carbon neutrality before 2060 in China，and puts forward the policy recommendations of orderly promoting high quality and low emission development in China.
