It occupies a pivotal strategic position in the country’s modernization drive，the pattern of all-round opening-up，and the new development paradigm featuring “domestic and international dual-circulation”. Water safety guarantee represents an important cornerstone to support high-quality socio-economic development in the Yangtze River Delta. It must follow the scientific laws of water cycle，coordinate various water bodies such as rivers，lakes，reservoirs，and seas，and coordinate water volume，water quality，basins，water flows，etc. We should adopt a holistic approach to the relationship between water and socioeconomic development and human activities. It is imperative to promote the modernization of the water governance system and governance capabilities through the innovative development of water conservancy. Such efforts will underpin high-quality socio-economic development in the Yangtze River Delta.
