Significant changes have taken place in the external factors for the development of the Mass Entrepreneurship and Innovation in 2019. Sino-US trade disputes and the impact of the epidemic have followed one after another. The efficiency of factor flow has decreased，national economic activities have been suppressed，and the global macro economy has been sluggish. In the context of deterioration of external factors，the development of China’s Mass Entrepreneurship and Innovation has shown new characteristics. In order to grasp the dynamic changes of such development，the “Regional Chapter” of China’s Mass Entrepreneurship and Innovation uses the regional perspective，using the China Mass Entrepreneurship and Innovation Index evaluation system，and focuses on the new achievements and new problems facing my country’s Mass Entrepreneurship and Innovation through comparative analysis. In terms of overall characteristics，the eastern region has further expanded its advantages，the competition between the central and western regions has become increasingly fierce，and the northeast region has performed steadily. Among the key cities，the most developed cities have suffered the least impact and their advantages have become more obvious. Shenzhen is still leading the development of China’s Mass Entrepreneurship and Innovation. From an environmental perspective，the eastern region expands its advantages，the western region further catches up with the central region，and the environment in the northeast has deteriorated；from the perspective of resources，the eastern region has an advantage in resource input，and the central and western regions have their own advantages. The Northeast region’s urban primacy index is high；in terms of performance，the eastern region has very obvious advantages，the western region is showing an upward trend，and the central and northeastern regions are experiencing poor performance.
