As one of the “twin engines” of China’s economic development under the new normal，“Public Entrepreneurship and Innovation” plays an important role in boosting national economic growth，promoting transformation and upgrading，stabilizing and expanding employment in the process of urban innovation and development. In order to further explore and explain the overall development，distribution pattern and development characteristics of entrepreneurship and innovation in China，this chapter first extracted the key indicators that have important impact on entrepreneurship and innovation for quantitative analysis based on the 10 second-level indicators and 32 third-level indicators in the detailed evaluation system of entrepreneurship and innovation indicators. Secondly，in order to clarify the internal relationship among different dimensions，this chapter conducts correlation analysis on the three first-level indicators，namely，the environmental support，the resource capability and performance value. Finally，according to the analysis results，the internal reasons driving the development of entrepreneurship and innovation come from the mutual support and interaction between different dimensions at different levels. To continue to adhere to and strengthen the environmental construction of entrepreneurship and innovation will lay a solid foundation for the development of entrepreneurship and innovation in the next stage.
