提升社区工作者治理能力是基层社会治理体系、治理能力现代化建设的题中应有之义。本报告以一个城市街道为研究单元,通过问卷调查,客观描述街道办事处辖区社区工作者的现状,如人员构成与素质特点、从业状态和职业发展特点等;探究社区工作者在人才队伍、现代治理理念、基层治理执行力等方面存在的突出问题,并分析引致问题的深层次原因。基于上述调查研究和分析,本报告提出以“四个赋能”助推“四有”社区工作人才成长等五条对策建议。
<<Improving the governance ability of community workers is the proper meaning in the modernization of social governance system and governance capacity at the grass-roots level. Taking a city street as the research unit,through a questionnaire survey,this report objectively describes the current situation of community workers under the jurisdiction of the street office,such as personnel composition and quality characteristics,employment status and career development characteristics. Explore the outstanding problems of community workers in talent team,modern governance concept and grass-roots governance execution,and analyze the deep-seated causes of the problems. Based on the above investigation,research and analysis,the report puts forward countermeasures and suggestions for community workers,such as “four empowerment”,building a platform,optimizing ecology and connecting paths.
