近年来,北京市多措并举,初步构建较为完备的农村养老服务政策体系、推进养老设施建设、创新医养结合形式等,着力满足农村老年人的多重需求;同时,受制于养老资源长期向城市倾斜、农村养老投入不足等历史与现实因素,北京农村养老仍存在城乡分治格局暂未形成、服务供需矛盾突出、制度保障体系不完善、配套设施不健全、专业化人才队伍奇缺的问题。基于此,我们认为,应在清晰明确的顶层设计指导下,以多元主体统筹协调农村养老工作,优化农村养老服务市场的供需结构,同时从前、中、后的全工作流程提升农村养老整体服务质量,以尽快实现城乡养老一体化,更好地回应国家乡村振兴战略。
<<In recent years,Beijing has taken many measures to initially build a relatively complete rural elderly care service policy system,promote the construction of elderly care facilities,innovate the combinations of medical care and elderly care,and strive to meet the multiple needs of the rural elderly. At the same time,due to historical and practical factors such as the long-term inclination of care service resources to cities and the insufficient investment in rural pension,there are still problems in Beijing’s rural care service,such as the separation of urban and rural areas,the prominent contradiction between service supply and demand,the imperfect system security system,imperfect supporting facilities and the shortage of professional talents. Based on this,we believe that under the guidance of clear top-level design,we should coordinate the rural elderly care work with multiple subjects,optimize the supply and demand structure of the rural elderly care service market,and improve the overall quality of rural elderly care services through the whole work process before,during and after,so as to realize the integration of urban and rural elderly care as soon as possible and better respond to the national rural revitalization strategy.
