当前,新职业群体已成为北京打造国际科技创新中心、建设国际一流的和谐宜居之都的重要推动力量。本报告通过对相关政策文本的量化分析发现,北京市目前初步形成多角度、多层次的“组合式”新职业群体支持政策体系,主要包括为新职业群体积累人力资本创造条件的增能类政策、以劳动力市场环境营造为目标的服务类政策、以规范市场主体行为为目标的规制类政策、以维护新职业群体基本权益为目标的保障类政策。北京市新职业群体支持政策的合作网络基本具有双层结构,内部核心政策主体对外部主体具有较强的辐射力与影响力。未来,应结合本地实际,从规范用工、补全社会保障、完善配套服务、制定抽成机制等角度切实保障北京市新职业群体的相关权益。
<<At present,the new professional group has become an important driving force for Beijing to build an international scientific and technological innovation center and build a world-class harmonious and livable capital. Through the quantitative analysis of relevant policy texts,this report finds that Beijing has initially formed a multi angle and multi-level “combined” new occupational group support policy system. It mainly includes the policy of increasing ability to create conditions for the accumulation of human capital for new occupational groups;service policies aimed at creating a labor market environment;regulatory policies aimed at standardizing the behavior of market subjects;safeguard policies aimed at safeguarding the basic rights and interests of new occupational groups. The cooperation network supporting policies of new occupational groups in Beijing basically presents a two-tier structure,and the internal core policy subjects have strong radiation and influence on the external subjects. In the future,we should effectively protect the relevant rights and interests of new occupational groups in Beijing from the perspectives of standardizing employment,completing social security,improving supporting services and formulating a bonus mechanism.
