了解美国、欧洲等地的自动驾驶汽车产业发展现状和学习其先进经验,有助于探索自动驾驶汽车发展的道路,为国家宏观政策引导、顶层设计、制定战略任务提供方向性的参考,并推动我国自动驾驶汽车的产业化进程和相关技术的自主研发和迭代创新。联合国欧洲经济委员会(UNECE)世界车辆法规协调论坛(WP。29)发布了第一个强制性自动驾驶法规(ALKS-联合国第157号法规),还发布了关于防止网络威胁(联合国第155号法规)或错误软件更新(联合国第156号法规)的法规。美国则先后发布《地面交通再授权法案》《联邦机动车安全标准》等法规标准,为自动驾驶汽车产业奠定发展的基础,发布《自动驾驶汽车综合计划》为自动驾驶汽车的安全融入做好交通系统准备。同时,美国联邦通信委员会划定特定频段用于智能交通系统。整车厂商方面,通用、福特、现代、特斯拉等企业相继发布高级别自动驾驶汽车计划。欧洲方面,法规(EU)2018/858为欧盟新型机动车的型式认证和投放市场提供了统一的法律框架,德国、法国修订道路交通法规将自动驾驶引入常规运营当中。ASAM标准协会的OpenX标准为自动驾驶仿真测试统一了数据格式和接口。但全球新冠肺炎疫情的暴发和自动驾驶汽车频频发生的交通事故延迟了车企推出预期的自动驾驶汽车,自动驾驶在世界范围内的全面商业化和落地尚有待相关技术发展。
<<Knowing about the development status and learning from the advanced experience of the autonomous driving(AD)industry in the United States and Europe would helps us to explore the road of the development of autonomous vehicle,and provide direction reference for national macro policy guidance,top-level design and strategic tasks. It also promotes the industrialization process of China’s AD and the independent R & D and iterative innovation of related technologies. The UNECE WP.29 issued the first mandatory AD regulation(ALKS-UN Regulation 157),also issued regulations on preventing cyber threats(UN Regulation 155)and faulty software updates(UN Regulation 156). The United States has issued the “Surface Transportation Reauthorization Act” and “Federal Motor Vehicle Safety Standards” and etc. to lay the foundation for the development of the AD industry. The AD technology comprehensive plan is issued to prepare the traffic system for the safety of autonomous vehicles. At the same time,the Federal Communications Commission has designated specific frequency bands for intelligent transportation systems. In terms of vehicle manufacturers,GM,Ford,Hyundai,Tesla and other enterprises have launched a high level automatic driving vehicle program. In Europe,regulation(EU)2018/858 provides a unified legal framework for the type approval and marketing of new motor vehicles in the EU. Germany and France revised road traffic regulations to introduce AD into routine operation. The OpenX standards of ASAM unifies the data format and interface for AD simulation test. At present,the outbreak of COVID-19 and the frequent occurrence of traffic accidents on autonomous vehicles have delayed the OEMs to launch the expected autonomous vehicles. The overall commercialization and landing of AD in the world still need technical development,such as environmental sensors and other core components,and the improvement of laws and regulations.
