2020年,面对突如其来的新冠肺炎疫情,各级人力资源社会保障部门扎实做好“六稳”工作,全面落实“六保”任务。我国工伤保险制度的覆盖范围持续扩大,基金规模进一步增长,企业缴费负担有所减轻。在制度改革实践方面,我国愈加重视扩大制度覆盖范围,在新冠肺炎疫情防控背景下为相关医护人员提供保障以提升制度韧性,完善工伤保险的医药保障并进一步降低费率。在制度改革发展趋势方面,我国应加快建立多层次工伤保障体系、完善管理服务机制,并积极探索与医疗保险协同管理机制和新经济新业态从业人员职业伤害保障机制。
<<In 2020,in the face of the sudden COVID-19,human resources and social security departments at all levels remained at the top of the “six priorities” where stability is the key and the “six areas” where protections are needed. The coverage of China’s on-job injury insurance system has continued to expand,the fund size has further increased,and the burden of enterprise contributions has been reduced. In terms of system reform practices,more attention is being paid to expanding the coverage of the system,providing protection for health care workers in the context of prevention and control of the COVID-19 to enhance the resilience of the system,and improving the medical coverage of work-related injury insurance and further reducing the rates. In terms of system reform trends,China should accelerate the establishment of a multi-level work injury protection system,improve the management service mechanism,and actively explore the synergistic management mechanism with medical insurance and the occupational injury protection mechanism for employees in the new economy and new industry.
